Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, political struggles are fought: positive announcements are released from different nations. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is impossible to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from believing that the situation will not change more in its benefit in the coming year.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but preventing a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
